Production Department Manager

A leading television broadcaster is seeking an accomplished Production Department Manager to lead the development, production, post-production and promotion of television and digital content across all platforms. This is a senior leadership role combining creative judgment, production expertise, financial discipline and digital-media knowledge. You will oversee the complete content-production lifecycle, from the initial idea and programming brief through budgeting, production, delivery, promotion and audience-performance evaluation. Working closely with the Station Manager and Programming Manager, you will translate the station's editorial and programming strategy into compelling, commercially responsible and platform-appropriate content — and decide whether each programme should be produced internally, commissioned from independent producers, co-produced with external partners, or acquired. Digital is central, not secondary. Every programme should be planned from the beginning as both a broadcast product and a source of original digital content, short-form video, promotional material and audience growth. - WHAT YOU WILL OWN Content strategy and commissioning — Identify programming opportunities, develop original concepts for television and digital, lead proposals, treatments, formats, pilots, budgets and schedules, and recommend what proceeds to development, pilot, commissioning, co-production or acquisition. End-to-end production — Establish production plans, timelines, budgets and staffing. Assign executive producers and key crew. Supervise pre-production, studio, field and location shoots, single and multi-camera, live and recorded, across entertainment, factual, documentary, cultural, current-affairs and special-event programming. Production model and vendors — Assess whether each project is best produced in-house, outsourced, commissioned or co-produced. Select and manage production companies, post facilities, freelancers and suppliers, and hold them to the station's editorial, technical, legal and financial standards. Budgets — Prepare annual and project budgets, challenge submitted costs, maintain forecasts and cost-to-complete reporting, and keep productions within approved limits while protecting creative quality. Post-production and delivery — Oversee editing, sound, graphics, colour, subtitling and versioning through to final master approval and delivery across linear television, web, apps, OTT, FAST channels and social platforms. Digital-first production — Ensure digital deliverables sit in every brief, plan, contract and budget. Lead vertical and short-form output, teasers, trailers, clips and behind-the-scenes material, and develop platform strategies for YouTube, Facebook, Instagram, TikTok and emerging channels. Promotion and channel branding — Supervise promos, launch trailers, episodic teasers, channel-branding films and on-air and digital campaigns, with promotional needs identified during production rather than after it. Station-wide coordination — Contribute to the programming grid, scheduling, audience-performance reviews and station planning, and provide operational continuity when delegated by the Station Manager. Department leadership — Build and lead the Production Department: structure, recruitment, performance, development, succession and a culture of creativity and cost awareness. Editorial standards and compliance — Ensure approvals, releases, clearances and rights are properly obtained, manage content risk with Legal and Compliance, and protect the station's reputation. Innovation — Evaluate new production technologies and workflows, including cloud, remote and AI-assisted tools, with clear human oversight and editorial control. - REPORTING Reports to the Station Manager. Works closely with Programming, Digital and Social Media, Creative Services, Marketing, Technical Operations, Finance, Legal, Content Acquisition, and Sales and Distribution.

What you bring

  • Minimum 10 years of progressive professional experience in television or multiplatform content production
  • At least five years in a senior production-management or departmental leadership role
  • Demonstrated experience leading television productions from idea development through final delivery and promotion
  • Experience managing internal production teams and external production companies
  • Experience in studio, field and location production
  • Experience with live and recorded multi-camera programmes
  • Experience across more than one television genre, preferably including entertainment, factual, documentary, current affairs, cultural or sports programming
  • Significant experience in digital and social-media production
  • Experience developing promotional campaigns and on-air or digital marketing assets for television programmes
  • Experience preparing and managing major annual and project-based budgets, preferably in the region of US$5 million or more
  • Experience negotiating with production companies, suppliers, talent and creative partners
  • Experience working with Programming, Marketing, Digital, Technical Operations, Finance, Legal and Content Acquisition teams
  • Demonstrated involvement in programming-grid discussions, scheduling decisions or broader station operations
  • Experience using audience data and digital analytics to evaluate content performance
  • Bachelor's degree in Television Production, Film Production, Media, Communications, Journalism, Broadcasting or a related discipline
  • Professional fluency in English; professional fluency in Arabic is strongly preferred
  • Strong financial literacy and the ability to prepare, review and control complex production budgets
  • Strong knowledge of production contracts, intellectual property, licensing and rights-clearance requirements
  • Willingness to work outside normal office hours when required by production schedules, live broadcasts or major events
  • Willingness to travel for productions, partnerships and station assignments when required
